Abstract

The development of projects to contribute to local development can be a viable alternative to achieve entrepreneurship. In tourist destinations, there is a proliferation of ideas for innovative services that often do not materialize. The objective was to develop a procedure for collaborative consulting as a contribution to the approval of new local development projects. To achieve this objective, documents of local development projects were analyzed, the method of participant and non-participant observation was used to obtain information on the deficiencies and potentialities of projects in popular councils, and surveys and interviews were applied in their diagnosis. A collaborative consulting procedure is proposed for the Local Development Directorate with five stages and fifteen steps. The procedure is implemented in the municipal government of Trinidad de Cuba and the approval of a first project called EcoValle for the production of ecological food and use of renewable energies to promote creative economies, tourism of gastronomic trails and expand the market network for the population of Trinidad with ecological farms is achieved. It is concluded that collaborative consulting is an effective governmental tool for the achievement of local development projects.
